An effective project starts not with a good idea but with a well-defined problem.
Most projects start with an idea. Effective projects, however, start with a problem: What need are we addressing, and for whom?
Once the problem is clear, the alternative solutions become clear too, and choosing an idea stops being subjective.
The second step is scope discipline. A project that tries to do everything ends up doing nothing well enough.
The third step is measurement design. How success will be judged should be written down at the very start of the project.
